Best fit is UK 8–14. The waistband sits at 30" relaxed, which is where it's designed to be worn. A UK 16 will wear it, but at the upper end of the stretch rather than comfortably.

The relaxed waist is the number that matters. 36" is the maximum the elastic will go to, not the fit.

Where the length falls. The skirt is 40" from the waist — full length up to about 5'6". Above that it sits at the ankle rather than the floor.

The blouse is generous. At 50" all round it fits well beyond UK 16 — the skirt waist is the limiting piece, not the top.
